Treasury Warns Johannesburg Over Deepening Financial Crisis

As the JCA we are deeply concerned by Johannesburg’s worsening financial crisis following Finance Minister Enoch Godongwana’s warning that the City could face the withholding of national funding if urgent governance and compliance failures are not addressed. Residents are already experiencing the impact of the City’s collapse through deteriorating service delivery, unpaid contractors, and growing operational instability. We believe poor oversight, political instability, and financially unsustainable decisions have pushed Johannesburg further into crisis. We therefore call for decisive national government intervention to restore accountability, stabilise the City’s finances, and protect residents from further decline.

Johannesburg’s Financial Crisis Deepens as Treasury Warns of Funding Consequences

The Joburg Crisis Alliance (JCA) notes with deep concern the growing financial and governance crisis facing the City of Johannesburg, as highlighted in Finance Minister Enoch Godongwana’s recently released letter addressing the City’s deteriorating condition. The Minister’s concerns confirm what residents and civil society organisations have been warning about for some time: Johannesburg’s finances are under severe strain, and residents are increasingly bearing the consequences.

We are witnessing worsening service delivery failures across the City as contractors remain unpaid and municipal systems continue to weaken. Residents are experiencing disruptions to essential services, reflecting deeper failures in budgeting, financial control, and day-to-day operational management. These are not isolated incidents but the result of years of weak political and administrative oversight, further compounded by instability within coalition government structures.

We are also deeply concerned by the City’s decision to approve staff salary increases despite its worsening financial position. Increasing expenditure without clear affordability or a credible recovery strategy demonstrates a serious lack of fiscal discipline and accountability. City leadership has failed in its obligation to ensure sound financial management and sustainable service delivery for residents.

One of the most alarming issues raised in the Minister’s letter is the possibility that Johannesburg could lose part of its equitable share allocation under Section 216(2) of the Constitution should corrective measures not be implemented. Such action would have severe consequences for the City and its residents, placing even greater pressure on already strained municipal services.

The JCA therefore calls for decisive national government intervention to stabilise Johannesburg’s finances, restore accountability, and protect residents from further harm. Johannesburg residents cannot continue paying the price for governance failures, poor oversight, and financially unsustainable decisions.
