Johannesburg at a Crossroads: Why the JCA’s 9th Summit Matters

Johannesburg is facing a moment of profound uncertainty—and the stakes could not be higher. On 28 March 2026, the Joburg Crisis Alliance (JCA) will convene its 9th Summit under the theme “Elections 2026 – What’s At Stake?”, bringing together civil society, community leaders, and residents to confront a deepening governance crisis.

Since the last summit in December 2025, troubling signs have intensified. Political instability within the City’s coalition government has eroded consistent leadership, while repeated motions of no confidence and rumours of leadership changes have created an atmosphere of uncertainty. At the same time, the delayed adoption of the Adjustment Budget and the failure to table key financial reports point to serious weaknesses in transparency and accountability.

Beyond the City offices, the consequences are being felt across communities. Service delivery failures—most notably the ongoing water crisis—have triggered protests and frustration. Concerns are also mounting about the City’s true financial position, with fears that Johannesburg may be in deeper distress than publicly acknowledged. Tragic events, including a building collapse in Ormonde and violence in areas such as Westbury and Eldorado Park, have further exposed gaps in safety and governance.

Taken together, these challenges paint a picture of a city in systemic decline. Yet, as the JCA argues, simply changing Mayoral leadership will not be enough. Without structural reforms and genuine accountability, such changes risk being superficial.

The upcoming summit is therefore more than just a meeting—it is a call to action. Action linked to the possibilities for genuine change that the 2026 elections will bring. It will provide a platform to demand governance stability, financial transparency, and equitable service delivery, while also fostering collaboration among civic actors.
